Engine fully warm, iq stable at 3.8 +/- from a full stop on a hill, release brakes and coast down the hill in neutral and as the vehicle speed increases at least until 15mph, the same iq fluctuating anomaly occurs and corresponding engine rpm variance from 882 up to 924, all without foot on gas pedal.
