WebI haven't tested it myself since I'll start my second playthrough (and doing Velkas quest) today, but I can confirm that a friend of mine also had to kill Seath after freeing Havel and his Havel was also just sitting in ash lake. If you don't have it and your backup save is before the first Seath meeting, go get the dagger and give it a try.
