Staff of Wisdom is the best sorcery staff, but you can't cast any hex with it. There is also the Leydia Black Staff, that can be used to cast miracles. WebDark Souls 2 hexes/dark sorceries are the best though. In dark souls 1 you are forced to use regular magic all the way until about half way through the dlc : . And I've seen some promising pvp videos of "hexers" in dark souls 3 but from what I've seen and heard there isn't much dark magic/hexes in dark souls 3.
